DSHS overstepped. The Texas Legislature said no — rejecting SB 3, SB 5, and SB 6. But unelected bureaucrats said yes anyway, banning legal hemp products through administrative rulemaking that no legislator voted on. As of March 31, 2026, these rules are IN EFFECT. THBC has filed for a Temporary Restraining Order. Litigation is underway. Federal H.R. 5371 takes effect November 2026 — Texas is destroying businesses months before Congress acts.
